The author discusses the state reform that deported immigrants/refugees from the country after serving for a crime (IIRIRA). This targeted refugees in 1996. The youth created AYPAL which worked to overturn IIRIRA, The people expressed "a profession national critique" demonstrating that 'bad' immigrants should be deported rather than others who have not committed a very serious crime. The youth activist had to encounter institutional and bureaucratical government with limited liberal democracy. This changes the idea of hegemony being the basis of most cultures.
